Effective stop-work authority means every worker can halt a task without asking permission, the stop is logged and reviewed without blame, and the person who stopped the job is visibly recognised. Measuring how often it is used — not just whether the policy exists — is the best indicator it works.

Policy is not enough

Most contractors have a stop-work policy. The difference is whether people use it. At Northline, crews used stop-work 214 times in 2025.

What makes it work

  • A physical card for every worker, including subcontractors.
  • No approval required to stop — only to restart.
  • Every stop logged in the incident system within 15 minutes.
  • Recognition by name in the weekly bulletin.
